Position Responsibilities: The candidate will be responsible for ensuring data has proper smart data tagging and is in appropriate data formats, provide daily operational support, and develop software scripts to optimize the data flow. In addition, provide technical recommendations to meet SIGINT processing requirements and research SIGINT solutions. The candidate will manage, document, and track software requirements, provide dataflow optimization, and monitor all data received.
Candidate must have experience loading, configuring, and operating XKEYSCORE.
Knowledge of SOTF and ASDF Agency SIGINT formats required
Knowledge of BLOODYMARY data model required.
Proficient in LINUX
A minimum of 5 years systems engineering experience with SIGINT systems.
Within the last 7 years, a minimum of 5 years experience in 4 of the following (NOTE: A BS degree in engineering, telecommunications or related field may be substituted for experience in 1 specialization and one specialization must be Systems Engineering):
•Signal Analysis: Individual shall have analysis experience with modern digital/optical telecommunications systems, to include Bell, CEPT, or SDH/PDH digital communications signals and the payload data within these signal structures. Individual shall have analysis experience with randomization, forward error correction and performing bit-level analysis of computer communications protocols. Shall be able to generate analysis reports.
•Modern Tele-communications System and Networks: Individual shall have experience in modern digital telecommunications systems and protocols, to include: Optical Transport Network (OTN) Asynchronous Transfer Mode (ATM), Synchronous Optical Networks (SONET), SDH and PDH, LAN/WAN Networks, IP Networks, and ATM switches. The individual shall have experience in the study, design, exploitation, or implementation of communication networks with these technologies.
NOTE: IP Network knowledge preferred.
•Telephony Switching System: Individual shall have experience in telephony switching system networks, to include normalization and mapping. This experience shall be in switching systems and dialing standards most commonly used in today's international networks and telephony systems. Shall be able to generate component/system specifications as well as identify solutions.
•Communications Systems: Individual shall have experience in internet communications. This experience shall be with metadata, protocols, addressing, and routing of today's internet and computer systems.
•Cellular/Personal Communications Systems: Individual shall have experience in studying, designing, developing, exploiting, and/or testing components or systems that modulate or demodulate mobile cellular/personal communications systems. Individual shall have experience with the various standards associated with these 2G/3G/4G systems. Individual shall have experience with the cellular communication processes to include frequency reuse, cell splitting, self-location, paging, call initiation, hand-off, and roaming.
•TDM/PCM Multiplexing / Modulation /Switching Systems: Individual shall have experience in designing, developing, and/or testing components or systems that modulate, demodulate, multiplex and/or demultiplex conventional Bell, CEPT, or SDH/PDH/OTN digital communications signals. Individual shall have experience with the various standards associated with these systems.
•Packet Switching System: Individual shall have experience in packet switching system networks. This experience shall be in switching systems and packet protocols most commonly used in today's international networks. Shall be able to generate component/system specifications as well as identify solutions.
•Systems Engineering: Individual shall have experience designing and developing large-scale systems, containing multiple subsystems and requiring integration with external systems. This experience shall focus on all aspects of acquisition, requirements definition, system design, development, and training. The individual shall have experience in basic SIGINT technology as well as integrating, installing, configuring, changing, and optimizing HW & SW solutions into an overall system architecture.
•Operating Systems: Individual shall have experience identifying, communicating, and troubleshooting system problems caused either by the operating system or the operating system/application interaction on UNIX variant operating systems to include primarily LINUX and SOLARIS.
•Advanced Protocols: Individual shall have experience in Advanced Protocols, to include Open Transport Network (OTN), Automatically Switched Optical Network (ASON), Session Internet Protocol (SIP), and Multiprotocol Label Switching (MPLS).
Within the last 7 years, a minimum of 5 years development and integration experience in SIGINT systems.
Within last 5 years, a minimum of 3 years experience in at least three (3) of the following:
•Switching and Survey: SWITCH CONTROL, CIENA CoreDirector/5430, M557, GLIMMERGLASS, LL209, LIGHTREGEN, ACS, LIGHTRAID, Avvio, or equivalent
•Circuit Processing : CIRCUIT RAPTOR, LOPERS, JUGGERNAUT, UNITY, DSD, or equivalent
•Packet Processing: PACKET RAPTOR,TURMOIL, TUMULT, WEALTHYCLUSTER, TRIREME, XKEYSCORE, TELLURIAN, or equivalent
•Distribution: MAILORDER, DSD, ISLANDTRANSPORT, NIAGARAFILES, Network Pump, QUICKPOINT, or equivalent
•Filtering & Selection: XKEYSCORE, COURIERSKILL, KEYCARD, BLACKNIGHT, CADENCE, UTT/SSDM, or equivalent
•Monitoring: COMMONVIEW, TUMMS, or equivalent
•Analytic Tools: ONEROOF, UIS, or equivalent.
Within last 5 years, a minimum of 3 years experience with the functionality and inter-processing of packet- and circuit-based HW & SW solutions.
A minimum of 8 years experience in performing and providing technical direction for the development, engineering, interfacing, integration, and testing of complex hardware/software systems.
This experience should also include definition of requirements and allocation of functions, conduction of systems requirements reviews, development of Concept of Operations (CONOPs) and interfacing standards, definition of architecture, technical/non-technical assessments, and end-to-end flow analysis.
A minimum of 3 years experience in a leadership position providing technical supervision to other engineering personnel; solving varied technical/scientific problems; and generating and reviewing designs for technical accuracy, completeness and appropriateness in light of objectives, budget, and schedule.
